As it says at the beginning of the article, you need to get the sources.
kernel-package is the tool for building a debian package of the kernel when
you're done, but it does not contain kernel sources.
apt-get install kernel-source-2.4.21

The source package from debian should have a config file. If not install a
binary kernel-package, then copy the config file from it.
cp -p /boot/config-2.4.21-<architecture> /usr/src/linux/.config
Once you've done that you might be able to just edit /usr/src/linux/.config
to turn on UDF support, then follow the make process for the kernel-package
tools.
