No ROM BASIC is an old message used from back in the day when, if a
computer couldn't find a boot medium they would boot to a basic
interpreter where you could write basic programs. The roms were dumped
but the bioses still supported the feature so you get the no ROM BASIC
message on some bioses.

I would double check the hd detection in the bios and make sure they are
both setup the same. You should have little to no problems
transplanting a hard drive with Linux on it into another computer as
long as both are working right. It seems that it is not detecting the
boot sector of the hard drive correctly. make sure it is all setup the
same on both systems.
