Andrew,
You can do reverse telnet in Linux. For simplicity, I'd recommend just
ssh'ing into the Linux box and using minicom, cu or your favorite serial
port tool..
But Free & Open software is all about flexibility, so I encourage you to set
it up. Basically, you configure inetd, or xinetd depending on your
distribution, to accept a network connection on some port (say 2001) and
hook it to the serial port with the modem.
