You are correct :

$ wget ftp://tgftp.nws.noaa.gov/data/observations/metar/decoded/KPHX.TXT

will get you a 'decoded' version for phoenix. The data is only updated once
per hour and they recommend pulling it at 10 to 15 minutes after the hour.

The contents of the file are as follows:

$ cat KPHX.TXT
Phoenix, Phoenix Sky Harbor International Airport, AZ, United States (KPHX)
33-26-03N 112-03-04W 336M
Oct 13, 2002 - 01:56 PM EST / 2002.10.13 1856 UTC
Wind: from the ESE (110 degrees) at 13 MPH (11 KT) gusting to 21 MPH (18 KT):0
Visibility: 9 mile(s):0
Sky conditions: mostly cloudy
Temperature: 93.0 F (33.9 C)
Dew Point: 44.1 F (6.7 C)
Relative Humidity: 18%
Pressure (altimeter): 30 in. Hg (1015 hPa)
ob: KPHX 131856Z 11011G18KT 9SM FEW150 BKN250 34/07 A3000 RMK AO2 SLP140 T03390067
cycle: 19

The funny looking line at the end of the file is what you get if you download
the 'raw' file.
