That is NOT what defines a winmodem
What defines a winmodem is that specialized drivers used BY windows to
offload all the work of the modem for line noise filtering, etc, to the CPU.

If it's external, its a hardware modem. Not Winmodem. That is the Only
difference between the two. Requiring windows just means that it has no
other OS drivers.
