While I agree one should only use a licensed contractor for most work, I do
not believe state law requires all work be done by licensed contractors.
For your own safety that's what you should use though.

I would advise all that are considering this to know that
Arizona Law requires licensed contractors (classification
K-67 or L-67 for commercial, C-12 for residential) to do
this kind of work. To be a contractor, you have to fill
out a ton of paperwork, have a business, be licensed,
insured, and bonded.
