And copied the resulting tulip.o file to
/lib/modules/{version}/kernel/drivers/net/tulip/

Here's what my /etc/sysconfig/network-scripts/ifcfg-eth0 file looks like:

DEVICE=eth0
BOOTPROTO=static
BROADCAST=
IPADDR=192.168.1.1
NETMASK=255.255.255.0
NETWORK=192.168.1.0
ONBOOT=yes

Not sure what you mean by the docs show that /proc/pci is wrong.
