I don't know about question #2 but I believe you're looking
for /etc/motd. It's a plain text file. I added some
lines to mine so that everything including the 2
----MOTD------------ lines is whats in my /etc/motd.
Here's what it looks like:
dan@bart: /etc [326] -> telnet bart
Trying 192.168.1.3...
Connected to bart.
Escape character is '^]'.
Debian GNU/Linux 2.2 bart
bart login: dan
