as a former developmen of a bibliographic database (with spatial footprints),
web searchable, etc. I can tell you that implementing the FGDC/MARC standards
is ***NOT*** a triveal task. The relevent documents to deal with the common
data and structure is well over 80 pages last I looked.
Now for the good news. There are a number of MARC reaters and consistancy checkers
that were developed for FGDC, the library of congress, and others that may
be able to be hacked into a GPL project. If some of y'all go for it I could lend
a hand for pointers, etc, but will not be able to code much due to the fact that
I already have WAY to much on my plate...
