GDM theme not showing on remote hosts

I am using several remote hosts connecting to X over XDMCP to gdm. I 
have had this set up many time before with various ditros and what not 
without this problem, however this time I am using redhat 8. The problem 
is that on local displays the GDM greeter comes up with the proper 
Bluecurve theme and all is well, however on remote systems I.E. (when 
using "X - query xxx.xxx.xxx.xxx") the greeter appears in its plain 
"default" state.

I have been through hoards of docs on gdm, xdm, so on and I can't seem 
to find where the problem is. Does anyone have a sure fire method for 
finding it?

I have set all desktops to use the same Xsetup and Xresources files and 
on and on and on. I suppose I could have made a subtle error in one of 
them though. Where are the settings for this circumstance supposed to live?
