Recording mpg's

Following up on this... I have an off-the-list-question about MPEG 2.

Has anyone taken classes in Video Production anywhere?

I'm making a commercial for a client and they need the final project encoded
in MPEG2.

First, I am having trouble finding out what resolution American TVs use.
I've read that we use PAL, and I've read that we use NTSC standards, but
then also, I've seen resolutions of 720 x 450 and I've seen them at
500-something by something... I used NTSC 720 x 450 when I started, I'm now
done with it, but when I go to encode it as MPEG-2 it says that the
resolution needs to be in increments of 8... that would make it 720 x
456....

Can anyone help?
