For some people surfing the Internet is an alternative to interacting with
people face to face, so going to a cyber cafe might not appeal to them.

A gamers cafe does sound pretty good, you just need to be within walking or
biking distance of your customers (because I'm guessing a significant
number of them will not have cars)
