I have a cisco 678 that I am saving until I figure out if I am going to
move to business cable or go back to DSL for my server. But I *think* I do
have an Intel 2100 PCI card (if I didn't throw these cards away on my move
down here) that he could probably just have.

That doesn't do him any good in the linux or the external modem world, but
would get him online with a windows machine setup with ICS or something.
If all he is looking for is an external modem to get him back online....
He shouldn't have a problem using other dmt/PPPoA modems if anybody has an
old Cisco 675 or 678 laying around. Shouldn't necessarily be looking for
only the Actiontec unless there is some other reason why you'd only want
that model.
