That depends. Shortwave radios can reach a long distance on little
power. AM requires more, but can also go quite some distance. So, there
are certain limits that if you go over them you have to have a license
because of the chance of going farther than your local municipality. I
believe for FM radios it is 100W (which is 100x the strength of what
your local wireless router is allowed to get up to).
