*nix commands on windows

well, I figured I would d/l something so if you tell me how to do something
in *nix I wouldn't have to ask you how to do it in windows. So I googled it
and found 'cygwin'. so I install it and the first command I type in I am
DENIED! File not found it says. So what is the best unix emulator for
windows? 'ip addr show' is the command that wasn't found.
