When money gets tight.  People start looking at where their money is being
spent (And Wasted)

Whether it's illegal aliens getting our tax dollars, or Hospitals charging
$100 for two aspirin (Why can't I just pay them back with a bottle of
aspirin), Or phone companies charging ridiculous rates.

The problem is, we should be looking for this waste all the time, not just
when money is tight.
