At the EMCC we are currently testing out Endian Firewall.

It is a small linux install that installs on a box between
your network and the internet. It has excellent content filtering
capabilities. It can filter words images and even restrict the use of
certain browsers. It you can set passwords to restrict who can use
internet access so forth. And limit who has what access. It has a GUI
web interface used to set it up and can be used to filter almost
anything. Like I was saying we are still testing it out but I believe it
is a handy little tool especially for what you saying you want to do. We
are evaluating it for use as a squid proxy and its is exceptional in
aspects of filtering various content. Profanity, Images all can be
filtered. We are also evaluating it for putting in front of a mail server.
