archiver didn't correctly linkify [fragment portion of] URL [omitted the final "#379392" part]

there is an archived copy of a recent message.
However, a URL (string) in that message,
     http://technews.acm.org/archives.cfm?fo=2008-09-sep/sep-17-2008.html#379392
got converted to a hyper link "incorrectly" (sorta).
     The final portion of it (the "fragment" ID, "#379392") was
excluded from the URL
(the link) that got created.
      Is this is a bug in one of our own scripts that we [PLUG] can update,
or is it maybe an issue with the code in some library, [that might be hard to
diagnose / figure out]?
      (Is it a known bug?  Hmm...)
