chgrp not permitted?[SOLVED, sort of]

When I copied files from the usb stick to the new OS the group changed 
from root to user name. I'm still not sure why this happens. Any 
explanations appreciated. None of the research I did turned up anything 
but it has to be something simple I'm missing.
