qmail help needed

I just set up qmail toaster and am unable to send mail.  The client 
displays this message:
An error occurred while sending mail.  The mail server responded:
http://www.spamhaus.org/query/bl?ip=130.13.78.60.  Please verify that 
your email address is correct in your Mail preferences and try again.
OK

I added this line to /etc/tcprules.d/tcp.smtp
130.13.78.60:allow,RBLSMTPD=""
(based on http://wiki.qmailtoaster.com/index.php/RBLs)


Any help in fixing this would be appreciated.
