Try adding this to LocalSettings.php

$wgGroupPermissions['*']['read'] = 0;
$wgGroupPermissions['*']['edit'] = 0;
$wgGroupPermissions['*']['createpage'] = 0;
$wgGroupPermissions['*']['createtalk'] = 0;
$wgGroupPermissions['*']['createaccount'] = 0;
// need to allow anonymous access to Userlogin.
$wgWhitelistRead = array("Special:Userlogin");
