Siri,
According to http://www.w3.org/TR/xhtml1/#h-4.4 , you definitely need
the quotes around the value for the name attribute to validate as
XHTML-1.0-STRICT.
For your reference, in Konqueror 3.4.2 on my desktop, I cannot
duplicate the behavior you describe - the links with anchors work as
expected. Perhaps it's a 3.3.2 issue.
