Attempt at some sort of Violation?

I just received an e-mail from 'root' with no subject
containing only:

----

#!/bin/sh
# Apache start script

apachectl "$1"

----

I don't recognize the sender e-mail address or mail server as
anyone I know, and there was only one other address listed
in the 'To' field, which I also don't know.

Is there any significance to this message?
