Need help upgrading an old system

There must be, somewhere, a DOS program that performs the same function as the BIOS does when booting a CDROM, right?

check cdrom.com I guess. Im at a public terminal now, time limited.

The RH 7.0 boot images won't load from the floppy drive (although an
installed system can use it just fine). It is currently running 6.1.  
 
Since I just got Cox at home and since I need to configure it anyway, I want
to upgrade.
