Have you tried going to the site using chrome incognito? This will not use
cached settings in chrome. If that works should just be clearing cache.

You can flush windows dns cache settings like this:
go to command shell in Windows and try

ipconfig /release
ipconfig /all
ipconfig /flushdns
ipconfig /renew
netsh int ip set dns
netsh winsock reset

restart Windows
