System building trouble

Subject: System building trouble
Hi

Just started building a new Ryzen 3000 system and having some issues,
after installing the CPU, cooler, CPU fan cables, RAM, and GPU I
connected the power supply cables to the motherboard and attempt to
power on. The fan in the PSU doesn't spin up and the CPU cooler fans
don't spin either.

Prior to connecting the PSU I used the supplied test tool connected to
the 24pin connector and with that the PSU fan spun up without issue,
so I believe the PSU is good.

I've reseated all the cables, RAM, CPU, and GPU and the same occurs.
I've got a support request out to Gigabyte but in the meantime has
anyone got another other suggestions of things to try and troubleshoot
this?

I've tried both in and out of the case with the same outcome.
