The biggest problem with ALL of the opensource offerings is that none of
them speak the proprietary reporting system that Arizona requires.
Last I checked, it was still technically possible to manually report to
the state, but it's so much work that its cheaper to just pay for the
proprietary solution.
I believe that the state's system may be open and documented if someone
wanted to create an open source implementation of it...
