The first is a Radeon HD 5450 with 2G of RAM
The second is a Radeon X1300 with 256M of RAM
Either card should play video fine, but your current NVidia 6150 LE embedded chip should as well, provided system RAM isn't overloaded.
The first is unquestionably a better card, but if your CPU is at 50% when *idle*, you're dealing with a very underpowered machine, so it may be that neither is going to resolve the issues.
It's entirely possible your overall system just isn't fast enough to play AVCHD video.
You should probably check that you're using a nouveau driver that supports the NVidia 6150 (C51/NV40 chipset) before doing much else.
You may also want to check the BIOS settings to ensure you have enough of the system RAM set aside for the GPU.
You might want to poke around a bit to find out what's using 50% of the CPU when you're not playing a video before spending the money for a new video card.
If you're sure the drivers are updated, and you've verified that the system isn't running something else that's using all the CPU, then you might benefit from a discrete video card.
Basically, the Radeon X1300 will probably help a little bit, and the Radeon HD 5450 would help a good bit more, but it may be that neither is enough to overcome the limitations of the Athlon 64 X2 main system CPU.
