ssh_exchange_identification: Connection closed by remote hos…

Hi everyone,
I've googled this error, but the results are cloudy at best. I get this
error intermittently when connecting to an ssh (ssh or scp) using a key.
I've tried using IP addresses and hostnames. I don't understand.

Any ideas?
