personal method or use the famous one-time pad
method and then encrypt that with the usual system encoders.

As far as the internet backbone access goes, create a local access point
or join another. TCP/IP is very robust.
We can replace the backbone with a country-wide wireless system by
joining our wireless routers clients to a common
SSID. In effect, we would be creating a network of wireless routers.
Large distances can be traversed by using
short wave repeaters - something amateur radio operators know how to do.
But the most important thing we can do is educate everyone around us,
especially family, about what is happening
to our government and what we can do to change it. There's enough
information on the internet and the thrive video
on facebook, youtube, and the web site mentioned above. Endure through
it - there are plenty of names and
ideas to do web searches on. And there's plenty of hope.
