If you go to the Amazon home page, then select department Books - Kindle
Books, then category Computer and Internet. On the right-hand side of
the page will be a sidebar with a tab for "Top 100 Free". The books
listed there will change as popularity changes, but it's a good quick
way to start.
I actually heard about the VIM book through another news feed though. I
don't recall now which one, but it was most likely through
http://lwn.net/ or
http://www.linuxjournal.com/.
I can also toss out 2 interesting tech-related essays that are open
licensed while we're talking free ebooks.

http://www.cryptonomicon.com/beginning.html Like Mark, I use Calibre to
convert things to .mobi for Kindle but you can read these as-is on your
desktop too.
The Phoenix, Mesa, Chandler, and probably other libraries have the
ability to check out ebooks to Kindle, Nook, etc, though I haven't gone
through their tech catalogues myself so I don't know how much they have.
