How to make an icon with transparent background?

How can I create an icon with a transparent background?

I've been able to make the image as a .gif with a transparent background,
but when I open it with gimp and try to save it as a png, the background
changes from transparent to white. Someone said it has to have an "Alpha
channel with no background" but how is that done?
