Sure you can. Buy a commercially supported distro like Red Hat
Enterprise Linux. Red Hat has hired many of the "top guns" in the OSS
community so they can work on that stuff.

Not so much any more. Red Hat, IBM, Intel and many other very large
shops have hired a boatload of Linux developers. The days of the lone
hacker in his garage are mostly gone. That's not to say there aren't
still a bunch of them out there, but most of the really hard stuff is
done by really clever folks who work for big companies with large scale
labs.
