Lisa,

Im not sure if youre really capturing the spirit of this proposal.
Jay Rockefeller has been trying to find a way to put controls on the
internet for years. Of course were told that it's for our own safety,
and to reduce 'systemic risk'. What its really about is inviting the
government into the management of our communications infrastructure
(hardly a new theme in American history).
