That is actually *very* common. Once you start looking for KDE icons on
websites, you will find them seemingly everywhere.

The KDE icons are LGPL, as you say. That means that anybody can use
them on their own site. Technically speaking, they have to have a copy
of the LGPL available... but what "available" means varies depending on
who you talk to.
