Setting for each user is easy, and a real pain. I have dozens of users
and none of them are people and many don't use bash. I was looking for
a more global solution that did not involve installing the
system-config-* packages. Found it too :)

Take a look into $TIME_ZONE or $TZ or something....yes, system wide, but

believe can be set for each user.
