The hardware clock is already set to UTC, but the OS has a global offset
of -7 hours set by a time zone. I wish to set the time zone to UTC so
there is no diferance between the hardware clock and the system clock
and they both are UTC.

you're not tracking...the date command sets the date/time in a user
console but the hwclock command with --systohc writes that to the
hardware clock.
