I think that the reasoning was that supporting what is effectively the
old version for the entire LTS period was going to be difficult. I
imagine that they'll update to the actual release when it becomes
available -- at least, that was the reasoning I read somewhere.
This way, they're not stuck with the choice of either being behind by a
major version in a year, or upgrading to the later version and having to
upgrade all the extensions, etc.
Not a great decision they were faced with, but in the sense of updating
to Firefox 3 and keeping the meaning of "stable" meaningful (as in,
binary and config-file compatibility), their decision seems more
reasonable.
