It's a commercial standard (or "Best Practice" as some like to label).
It's not an ISO standard.
If your organization has set the pretense that all document formats must
be ISO-based standards, then PDF is not there yet. You could make a case
that it is on it's way to becoming a standard and there is risk involved
with implementing.
So, that's really what it comes down to.
