How to make a locked pdf file searchable?

I use pdftk to lock a pdf file so it can be viewed by not
printed or allowing the contents to be extracted; however
I would like to have the resulting file searchable.

How can I do that? Searching within a pdf file locked in
this way does not seem to work.
