My first thing to try would be a plunger. If it was truly because of the rain and the sewer was backing up you would have a similar problem with all toilets and drains in your house. Is this the case?

I have never had a proble,m with my toilet. A day after the last rain started
it stopped flushing normally. Now it fills up and drains slowly. I figured it
was the rain but it hasn't fixed itself yet. Any ideas how to fix this?
