Make sure that your software repositories (for urpmi / rpmdrake) are setup for
your distribution; not cooker, and not something newer. Then you can just:
# urpmi lame
I can see the rpm for lame for Mandrake 2006 at:

If you don't have your software sources set up right, or you are not sure, issue
this command to clear out your sources:
# urpmi.removemedia -a
Then, use the following web site to setup a set of sources to match your
distribution. (It has instructions, and creates all of the command lines for you)
