I think he should stop immediately, then send the Public Defender an
invoice for whatever the amount of work he did. Then say that any
further work will be performed against a retainer.... just like
lawyers do it.

If they complain, take them to small claims court. Chances are, the
Judge in small claims will be generous to the contractor given the
attorney did not ask about price up front.

Seriously, is this a client you want to keep? Why? What's the upside
if they want to renegotiate in the middle of jobs?
