Oh, you could run it after you sudo, but then we'd have to, um, wait,
nevermind, that's what we want to encourage :)
Your $PATH doesn't include /sbin or /usr/sbin.
You could
1. add those for your user account
2. use the -i to tell sudo to run the command in a login shell
3. add those directories to all accounts on the system via system-wide config files.

I wonder if it's trying to touch some resource that eithe gets locked or
isn't available to a non-root user.
What is pointer device does your X config point at?
