Spamassassin problem

I have

bayes_path /etc/mail/spamassassin/bayes/
bayes_file_mode 0770

in my local.cf file in /etc/mail/spamassassin yet when I run sa-learn as any
user it only updates that users bayes tokens. Is this the normal intention? I
thought it would all go into the 'bayes_path' as I wanted a sitewide
configuration.

Any ideas? I'm following the guide from the apache wiki on spamassassin
