There probably aren't any F/LOSS applications that can read MS Project files, not least because
the file format is, like nearly all MS formats, completely undocumented, proprietary,
and extremely convoluted (making reverse engineering a major project).
MS Project is one of the "applications" that MS has not, and probably never will,
expended any effort whatsoever to make interoperable. Once you create data in
Project you can never get it out again except in Project itself. Isn't lock-in
wonderful 8[
The best you can do is have people use alternatives for all projects going forward,
unfortunately. Even going forward, I have yet to find a really good basic project
management application available as F/LOSS. Most of the options that are available
are server-based and require quite a bit of customization to be really usable.
