How about just using html? (a web page)? (or a wiki)?
The combination of readily available browsers,
plus already-available stuff to help one to do searches,
((both in terms of software, and referring to
search engines with their own indexes
that are all ready - you just use theirs)),
makes it a good idea in my opinion.
As for "converting" (or, duplicating) the content
that is already formatted as an info or as a man page,
isn't that what scripts (and macros) are for?
