I would presume that they would be using Drupal or Joomla since either
can utilize civicrm <http://civicrm.org/> which is a CRM system which is
designed for this type of usage.

If I were a candidate or running a NGO/PAC, I would surely use it. They
have ramped up development and there is a lot of customization
possibilities with either Drupal or Joomla.
