A WRT54GL Linksys router (which runs linux) could be customized to do
what you need but IPCop (as suggested by someone else) is simpler to
setup and manage with it's headless features and web interface.

But they do have need for a server if they want the functionality that a
server provides--like always on access to dns, dhcp, and DDNS services.
Even if that server is a small appliance, it's still a server.
