You have to be svnadmin or have access to the host OS filesystem to muck
with those, right?

I only have project repository access and don't want to change anything
that would affect other groups on the same server.

At tonight's dev meeting on SVN and TRAC it was suggested that I look at
svk and see about using it as a wrapper for SVN to get the functionality
that I want.

For now we'll run my wrapper script by hand.
